Cleveland’s theater district could soon allow patrons to carry alcoholic beverages outdoors, after legislation introduced to Cleveland City Council on April 28 proposed designating the Playhouse Square neighborhood as a Designated Outdoor Refreshment Area (DORA).
Under the proposal, adults 21 and older would be permitted to purchase drinks in specially marked DORA cups from participating bars and restaurants and carry them within a defined outdoor zone. The plan envisions two operational zones: a base area available daily and an expanded footprint activated during major events such as St. Patrick’s Day celebrations and the Air Show Watch Party. Cleveland is entitled to establish up to six DORAs based on its population. East 4th Street Downtown is also pending DORA status.
Playhouse Square, home to the nation’s largest theater district outside of Broadway, draws roughly 40,000 season ticket holders annually. Local business owners expressed support for the measure, with one area manager saying the DORA would “improve the whole economy” for nearby establishments. Some residents welcomed the change while noting the importance of security planning. In a statement, Playhouse Square leadership said the organization is “grateful for this partnership” and committed to “the responsible stewardship our community expects.”
The proposal must clear Cleveland City Council and receive approval from the Ohio state liquor board before any outdoor service could begin. No implementation timeline has been set.
